He was born March 6, 1930, in Hill County, Texas to Thomas Edward Frank and Nellie Carr Frank McGuire.
He graduated from Hamlin High School in 1947. Following graduation, he enlisted in the U.S. Navy and served four years at San Diego Naval Air Station. He spent one year working at Red River Arsenal in Texarkana before enrolling in East Texas State University. Upon graduation from East Texas State, he went to work for Shell Oil Company. While working in Houston, he served the city of West University Place as Commissioner, Zoning Board Member and Mayor. During his years with Shell Oil in New Orleans, he was credited for mapping the area for "Cognac", which was one of the first deep water oil wells located in the Gulf of Mexico. He retired from Shell after 30 years of service with the title of Senior Staff Geophysical Advisor.
Billy married Juanice Young on Feb. 17, 1952, and together raised two children, Carla and Kevin, and two grandchildren, Justin and Cassie.
Billy was ordained as a deacon in West University Baptist Church in 1965. He faithfully served as deacon at Parkview Baptist Church in Metairie, Louisiana for 20 years and First Baptist Church in Fredericksburg, Texas for 20 years. He served terms as Chairman of the Deacons for both churches during those years. Billy enjoyed teaching the Bible in both churches and sharing his faith both in and out of church. He was devoted to his family, friends and churches, always ready to lend a hand to anyone in need. Billy enjoyed outdoor activities such as hunting and fishing until deciding that golf was his favorite. His grandchildren were the apple of his eye and they in turn adored him.
Billy is survived by his wife, Juanice; daughter and son-in-law, Carla and David Speice, of Baton Rouge, Louisiana, and son, Kevin Frank, of Las Lunas, New Mexico; grandchildren: Travis Speice, Austin Speice, Justin Shepard and Cassie Shepard; great-grandchildren, Hunter Stevens and Fae Christopher; brothers, Gary Frank of Kerens, Texas; the late Bobby Frank of San Antonio, Texas and sister, Marsha Frank of Texarkana, Texas.
A memorial service was held Saturday, July 20, at 11 a.m., at First Baptist Church with the Rev. D.G. McCoury officiating. Interment of the cremains is planned at a later date
