Sarah was the fourth child of James G. and Jane Olive Madre Scoggin, who pioneered in Garfield County, Washington Territory, in 1876. Her parents had moved from Bond County, Ill., to Wisconsin to Nebraska and finally, briefly, to California before settling on what is now Scoggin Ridge in the Blue Mountains' foothills. Sarah married John Straight Smith Rouse 19 Mar 1867 in Greenwood, Waverly County, Neb., and the couple moved West with their family. Before leaving Nebraska, they had these children: Nora Olive, Arthur Burke, Carrie May "Cad," Homer Louis and Howard Byron. Their son Martin Stanley, was their first child born in Washington. He was born 21 Jan 1878 and died exactly four months later. Two more sons were born in Washington, Claude C. and Irving Wallace. Sarah died in 1887 of consumption.
