Lula Pheraba LaForce was the youngest of 10 children born to Washington and Pheraba LaForce in Rocky Fork Township (now Columbia), Boone County, Missouri. By the time she was five, her family had moved to Mexico, Missouri. There she she grew into adulthood. It was in Mexico that she met Charles E. Leeper, a dry goods merchant. In May of 1887 Lula and "Charlie" were married.

Lula died in May of 1900 at the age of 35. She was survived by her husband Charles and six of her siblings. She had no children.

Following Lula's death, her husband stayed with her sister, Mary Brooks (a widow) and her children until 1913 when he married Esther Norris. In 1924, Charles died and was buried with his parents and second wife in Elmwood Cemetery, Mexico, Missouri.
