William R. Brooks was the first teacher of Wyoming County’s first school in the town of Oceana. The school was housed at the farm of John and Jennie (Albert) Cooke. William married Eleanor "Nellie" the eldest daughter of John and Jennie Cooke. William and Nellie had 12/ or 13 children.

William Brooks was from Tazewell County, Virginia. He was the son of Richard and Margaret Clancy Brooks, and the grandson of William Brooks and Nancy Locke Brooks. His grandfather William Brooks (1752-1841) served as a soldier in the Revolutionary War. His father was a soldier in the War of 1812.
