Born in Capitan, New Mexico, in 1925, to Earnest and Nora Blood, Dr. Brooks earned her BA at Eastern New Mexico University (ENMU) in Portales, with teaching certification in English, Business and Social Studies. She earned a Master of Arts in Counseling and Guidance and Doctor of Education in Educational Psychology, with an emphasis in student personnel services in higher education, at New Mexico State University in Las Cruces.
She was predeceased by her husband, Troy Brooks, to whom she was married from 1946 until his death in 1988. He was a career officer in the Army. Jo Nell, two young sons in tow, followed him in his assignments, including living in Germany for two three-year tours. During that time, the young family toured Europe. That inspired her love of travel, which continued when she retired. With Troy, she toured a number of countries, on four continents.
In 1977, Dr. Brooks became Dean of Womens at ENMU, which job she held for seven years. Following that, she became the Dean of Student Development at ENMU. The job, which she held for seven years, included being the Director of Counseling and Testing, an Associate Professor of psychology and education, and a member of the graduate faculty. After serving as the Dean of Student Development, she became the Director of Career Services. She retired in 1989, after twenty-two years at ENMU. After retirement, she remained active in several groups as a volunteer. In 2012, she relocated to Salisbury, Maryland, and in 2017, to Williamsburg, Virginia, to live close to family.
Jo Nell and Troy thoroughly enjoyed their life together, especially during retirement, spending time with dear friends and family, traveling the world, and staying active in the Portales community, including regular attendance at university musical, theater, and athletic events. They were true soulmates and, toward the end, she longed for their souls to be reunited. She passed away, very much at peace, on January 31, 2018, at Patriots Village in Williamsburg, Virginia.
She is survived by two sons: Russell and Terry, and by five grandchildren and one great grandchild.
