William John Howey made a fortune as a Florida real-estate developer and citrus grower. He opened the first citrus juice plant in the state and was one of the first to pasteurize fruit juice. In 1925, he founded the town of Howey-in-the-Hills, Florida, and served as it's mayor until 1936. He ran twice for governor of the state of Florida on the Republican platform.

Howey married Mary Grace Hastings, April 14, 1914 in Harrisburg, Dauphin County, Pennsylvania (It was his second marriage, her first). They adopted two daughters, Mary Grace Howey Smith and Lois Valerie Howey.
