The Honorable O.C. Skinner, a lawyer and Judge, was in Quincy as early as 1836. He served in partnership with the Hon. C.A. Warren. In 1848, he was elected as a representative to the General Assembly. Skinner was the first president of the Quincy and Carthage railroad, which was created in 1870.
