Officer Donovan was walking a foot beat in the Thomas Circle area, when without wanting a mentally disturbed man attacked him. The man tore the officer's gun from its holster and shot the officer in the chest. Several citizens came to the aid of Officer Donovan and Officer Donovan was able to hold onto the suspect until other officers arrived.
Officer Donovan resided at 5463 Madison Way Hyattsville, Maryland, with his wife, Elizabeth (Betty) and three year old daughter, Teresa. He was also survived by his parents, Paul and Natalie.
Hysongs' funeral home at 13th & F Street NW handled funeral arrangements, with Officer Donovan's funeral being held on July 13, 1964, at Our Lady of Victory Church, 4835 MacArthur Blvd., NW, with the procession to Arlington Cemetery going past the Second Precinct station house at 6th & New York Avenue NW. More than 1000 Law Enforcement Officers attended Officer Donovan's funeral services.
The only excuse the ex-military suspect could give was that the police uniform bugged him. The suspect, identifed as Ndue Frok Zefi, 35, an Alabanian national, who had received a disability discharge from the US Army and was under a deportation order was later judged to be insane.
