She was born in Perry County, Indiana on January 16, 1931 to the late Oliver and Mary Josephine (Landers) Howell. Also preceding her in death was her husband, John Pekinpaugh in 2002; an infant son, David Lee Pekinpaugh; great grandson, Chet Andrew Strange; and several brothers and sisters.
A homemaker, Cecil had worked at General Electric and Fisher Chair Company. She was a member of Lilly Dale Church of Christ and enjoyed reading, traveling to the beach and mountains, playing bingo, visiting friends and socializing, and spending time with her grandchildren and great grandchildren
