Duncan was born in New Orleans on April 16, 1941 to Bob and Betty Werth. Coincidentally, the first Werths landed in New Orleans in 1849 on the ship Jane Henderson. His father, a pilot for Chicago and Southern airlines, moved the family around quite a bit. The Werths left New Orleans for Memphis and eventually to Miami where Duncan attended Coral Gables high school. Duncan attended Florida State University and joined the Marines shortly after graduation. Duncan met the love of his life, Jean Chandler, at the officer's club at MCRD, San Diego. Duncan and Jean married in 1967. They had two sons, Duncan III and Morgan. Duncan graduated from USD in 1971 with a law degree, formed the law firm Haug, Werth and Nolan and eventually became a county commissioner (judge) in 1983. Duncan passed due to cancer in March of 2017.
