Oakey V. Parrish was a graduate of Miami University and a veteran of the Civil War (Company A 167th Ohio Volunteer Infantry Regiment). Parrish was a prominent businessman in Hamilton, Ohio, operating an insurance business and was a sales representative for Singer Sewing Machine Co. He was founder of the Home Federal Loan and Building Association February 21, 1873. Parrish was active in many civic endeavors. He was the director of the YMCA from the time of its founding, and was appointed to the board of trustees of Miami University, a position he filled until his death in 1921.
