Born in Prairie County Arkansas, daughter of James Luther & Merna Elizabeth Oliver Baxter. Growing up in Union Twsp. Brown Grove area of Prairie County she met and married the love of her live Cecil Ray Ricks on Novembe 9, 1942. She moved with Cecil during WWII but returned to Prairie County when he was deployed over seas. When Cecil was discharged from the Army at the end of the war they purchased the property in Prairie County where they farmed until the death of Cecil in 1986. Louise remained in the family home Cecil built for them until her death in 2001. They were graced with no children but loved each child thay came in contact with.
