Billy served as a Sergeant, 60th Coast Artillery (Anti-Aircraft), Coast Artillery Corps, U.S. Army during World War II.

He resided in West Virginia prior to the war.

He enlisted in the Army on March 14, 1940, prior to the war. He was noted, at the time of his enlistment, as being employed as a Teacher and also as Separated, with dependents.

Billy became a Prisoner Of War of the Japanese Army and was held at the Hoten Pow Camp, Mukden, Manchuria.

He was one of 19 POW's "Killed In Action" when two bombs from an American B-29 stuck the camp.

He received the Prisoner Of War Medal and the Purple Heart.

He was originally interred in the Hoten POW Camp Cemetery in China and was later repatriated here on March 17, 1948.
