Louis Charles Belanger was a lawyer who argued many important cases before the Judicial Committee of Privy Council, was a member of the Sherbrooke City Council and was Mayor of Sherbrooke in 1895 & 1900.

He established "Pioneer de Sherbrooke" in 1866 and "Progres de L'Est" in 1882.
