The son of Edna Louise Dalton and Vernon E. Baird of Moab, he was raised by his stepfather, Hyrum Perkins, following his parents divorce. Raised initially in Moab, the family moved to Tooele when he was a child, and he graduated from Tooele High School in 1952. He married the former Jo Ann Garcia on May 8, 1953; they would have six children: Ron, Shaurna, Doug, Kathy, Robert, and Teri. After his wife's death in 2001, he would remarry to Anita Joyce Burr on August 24, 2002. Clayton served in the US Army from December 1952 to December 1954, during the Korean War, and following his Army service he worked for Dugway Proving Ground until 1987. Following his retirement from Dugway in 1987, he and Jo Ann moved to Hurricane, Utah, where they lived until Jo Ann's death in 2001, when he returned to his roots in Tooele.
