Graduated Los Angeles High School, from there attended and graduated UCLA in 1926 with a degree in architecture. Lettered at UCLA 1923-1925, was the team football captain in 1924 and played either guard or tackle. 1924 1st semester at UCLA was in the architectural society, 1927 swimming coach at UCLA, 1927-1928 gymnastics coach and 1938 assistant football coach. In 1940 football scout for UCLA under head coach Babe Horrell and was also the coach of wrestling at UCLA. Earned his Doctorate Degree in Physical Education about 1940 at Stanford University. In 1935 the City Of Santa Monica hired him to teach gymnastics at Muscle Beach. Inducted into UCLA Athletics Hall Of Fame in 1984 as a football scout, gymnastics and wrestling coach. He was a professor at UCLA in physical education and recreation. Was a member of the National Golf Foundation. Cecil designed the Alondra Park Golf Course In Lawndale, California (including the par 3 course) with groundbreaking on 3/23/1949 for the regulation course listed at 7,460 yards and opened about October 6, 1950. Cecil's partner was Gomer "Potlikker" Sims, who was a co-owner of the Sports Club Cocktail Bar in Los Angeles. The course was on a lease for 10 years with an option for an additional 10 years and was leased as a corporation. At the end of the lease all of the improvements reverted to Los Angeles County. His first golf course he operated was a purchase of an existing lease held by Ralph C. Noble which was Bellevue Public Golf Course about 1928, located at 11401 S. Western Avenue, Los Angeles, California. The land was owned by the O.T. Johnson Corporation and A.P. Johnson Company, who constructed Western Avenue Golf Course, which was located at 121st & Western Avenue and opened March 28, 1928. Bellevue Golf Course entrance was actually the street entrance at that time called Belleview Avenue and today is Imperial Highway, 1/2 mile west of Western Avenue and just about 3/4 of a mile north of Western Avenue Public Golf Course. Cecil and his wife Sylvia managed the course and lived on the site in the clubhouse until he closed it about the middle of 1935. Both of his sons, Jerald "Jerry" and Vern N. first place of residence was at the Bellevue Golf Course club house. Both sons helped in the construction of the Alondra Park Golf Course. It was more than likely Cecil helped design the Bellevue Golf Course since he knew Ralph Noble when Ralph Noble was a teacher at Los Angeles High School. Cecil also worked for Billy Bell, famous golf architect and assisted with Mr. Bell in the design of the Los Angeles County Club. In 1955 Cecil moved to San Diego and with his partners purchased 710 acres outside the City of El Cajon, which he developed into The Singing Hills Golf Club that opened in January 1956. He passed away from Alzheimer's at 87 years of age, cremated at the Neptune Society in El Cajon. He divorced later on in life and was remarried but no children from the second marriage. Cecil was involved in a few other golf projects and one of his first projects was a driving range by the Venice Pier in California. When Mr. Hollingsworth was in construction of the Alondra Golf Course, Meadowlark Golf Course in Huntington Beach, California was owned by him, Gomer Sims, Babe Horrell and Robert Price of the Price Bridge Construction firm.
