Joseph's parents are Joseph Pecher Sr. (born about 1857 in Bohemia) and Anna K. (born about 1869 in Ohio).

Brothers and sisters of Joseph Jr. are Katie Pecher, John Pecher, Frank Pecher, Bertha Pecher, George Pecher, Anna Pecher, William Pecher, and Paul Pecher. The first 6 children were born in Illinois, the last 2 children were born in Wisconsin. The Pecher family moved to the Town of Johnson, Marathon County, Wisconsin in 1901.

Joseph was married to Clara Fastner on September 20, 1923. The Athens Record of Athens, Wisconsin, dated September 20, 1923, reported:

"Joseph Pecher, Jr., and Miss Clara Fastner, both of the town of Johnson, were married at Milan at 9:30 o'clock this morning, the Rev. Wm. Muehlenkamp performing the nuptial ceremony. The attendants of the couple were John Pecher, Wm. Fastner and the Misses Julia Fastner and Bertha Pecher. In the evening, a wedding dance was held at Roder's pavilion at Milan, which was attended by the many friends of the young couple. Mr. and Mrs. Pecher will make their home upon the Fastner farm in the town of Johnson."

Joseph was a farmer all of his life and was semi-retired in 1962.
