William Wilkins arrived in Sydney in 1850 as Headmaster of Fort Street Model High School and rose to the position of the first Under Secretary of the New South Wales Department of Public Instruction.

Under Wilkins' visionary leadership, the public education system established in New South Wales during the 19th Century became a model for the rest of the nation. He established a state-wide system of schools open to all, the first high schools, the systems of inspectors, the first teacher education institution and the first association of teachers.

The influence of William Wilkins is reflected in the present day public education system which provides for all regardless of ability, religion, wealth or status. He is rightly honoured as a pioneer of public education in Australia.
