Art was born August 21 1933, in Eldon to Ralph and Flossie Brown Carter. He married Marilyn Jeffrey on October 28, 1961 in Des Moines.
He was reared and educated in Eldon and attended Eldon Schools.
A resident of Eldon all of his life, he was employed by John Deere Ottumwa Works for 30 years retiring in 1985. He was a veteran of the Korean Conflict and a member of Eldon American Legion. He was on the founding committee of Avenue of Flags at the Eldon Cemetery in Eldon.
