Mr. Martin was active in Democratic politics and held wheat-farm and flour-mill interests in Eastern Washington. He owned Martin Motors, a car dealership in Santa Monica, Calf., where he lived. In 1960 Senator Henry M. Jackson, then Democratic national chairman, named him co-chairman and executive director of the Democratic National Committee. The following year, President Kennedy named him transportation under-secretary, a post he held until 1965. He was also Kennedy’s campaign manager in California and was appointed by that President as a member of the Alaska International Rail and Highway Commission. Born in Spokane, Mr. Martin was reared in Cheney, Spokane County. He was a 1938 Harvard graduate and attended the University of Washington Law School. He was a Navy Pilot during World War II. He established Martin Motors in 1950 in Santa Monica.
