William was born the son of William Romine and Susanna Jeffries, both natives of Kentucky. His life was very conventional when he wed Sarah Paddock August 7, 1837 in Vigo County, Indiana. It became less so when she died sometime after the birth of one son, Ebenezer. William next wed Clarissa "Clarise" Miller on March 11, 1849, in Vigo County, Indiana. A large family followed that union.
Then on May 6, 1864, "40" year-old William Romine enrolled in the Union Army for a 100 day enlistment at Terre Haute, Indiana. He joined Company C of the 133rd Indiana Infantry, primarily soldiers from Vigo County. These troops organized at Indianapolis, and mustered in May 17, 1864. He was given the rank of Private and ordered to Tennessee and assigned to duty at Bridgeport, Alabama, and as Railroad Guard, Department of the Cumberland, till September. Upon reaching Nashville they were assigned to railroad guard duty along the lines of the Nashville & Chattanooga, Tennessee & Alabama, and Memphis & Charleston railroads. They were kept constantly engaged in this work until the latter part of August 1864. They serving beyond the time for which they had enlisted, keeping Sherman's lines of communication open for the transportation of supplies to his army. He mustered out September 5, 1864.
There were nine Companies in the Regiment with a total strength of 941 soldiers, under the Command of Colonel Robert N. Hudson. Their losses were 16 soldiers from disease, and two from desertion.
Upon his return from war, tragedy struck before Christmas, when their son Ebenezer was killed in the Battle of Nashville, Tennessee.
In 1875 his physician stated he treated William for congestion of the brain due to malarial poison resulting in his death at 59 years of age. Clarissa survived him and died of carcinoma of the breast on December 2, 1914 and was laid to rest in Lykens Cemetery. Bluford S. Welsh, a son-in-law, said Clarissa was age 62 in 1890.

Romine (died of paralysis); Sarah (Romine) Taylor (October 29, 1852, Prairie Creek Township, Indiana - May 27, 1927, Terre Haute, Indiana); William Henry "Jack" Romine (born April 13/15, 1852/1853); Mary Elizabeth (Romine) Hamilton (January 1856, Prairie Creek Township, Indiana - May 25, 1932); Eliza J. "Lizzie" (Romine) Bruss (1857, Prairie Creek Township, Indiana - before January 22, 1940); Anna C. (Romine) Frakes (November 23, 1858, Prairie Creek Township, Indiana - May 7, 1941, Vigo County, Indiana); Morgan Romine (1860, Prairie Creek, Indiana - before 1870) Ida M. (Romine) Mead Laporte (March 1861, Prairie Creek Township, Indiana - March 28, 1942); Lillian "Lillie" May (Romine) Albee; and Savanna Bell (Romine) Welsh (born May 3, 1873/1874).
The 1900 U.S. Census shows that Clarissa had twelve children, with eight living at that time.

Regulation Civil War era upright white marble Union Army marker in very weathered condition. In October 2013, this memorial was reported missing.
