He was the assistant fire chief of the Aberdeen Proving Ground Fire Department in Maryland and was a life member of the Aberdeen Volunteer Fire Department.
He served as a regional instructor in fire fighting at the University of Maryland.
Survivors include his wife of 68 years, Dorothy Willis of Vero Beach; son, LeRoy Willis III of Baltimore, MD; four grandchildren and six great-grandchildren.
He was preceded in death by his daughter, Sandra Willis.
