Son of Ralph and Maria (Kellogg) Blanchard. He taught school for a few years and then studied law. He was admitted to the Bar in Springfield, IL and then moved to Ottawa where he began to practice. He was elected State's Attorney in 1864-1872 and was 9th District Judge until 1891. In 1852 he married Sarah H. Gudgel, daughter of Isaac and Sarah (Hormel) Gudgel, and they had four children.
