James Graham emigrated to America from Scotland in August 1678, aboard the ship 'Blossom'. His wife, Mary Home Graham (1650-1684), and at least three children accompanied him: Augustine (c1672-1718), Isabella (1673-1752) and Sarah (1677- ). Initially a merchant and a lawyer, by 1684 he was appointed the Recorder (vice Mayor) for the City of New York, a position he held under 10 mayors, with a brief interruption, until his death in 1701. He likewise was appointed Attorney General for the Province of New York from 1685 until his death, working in both positions simultaneously. In 1687 he was appointed to the Governor's Council, and in 1691 he was elected to the New York General Assembly. He organized the judicial system for the Province of New York, which was accepted into law in 1691. From 1695 to 1698 he was the Speaker of the General Assembly.
James is reputed to have died at Morrisania, the Manhattan estate owned by his daughter Isabella's husband, NJ Governor Lewis Morris. His burial place is currently unknown.
