Permelia Higgs was born November 11, 1804, most likely in Henry County, Kentucky, the daughter of Rodham and Mary "Polly" Higgs. She married William Henry Palmer on February 12, 1827, in Henry County, Kentucky.

William was born March 12, 1802, in Virginia, the son of John and Elizabeth (Cootrick) Palmer. Following is a transcription of their marriage bonds:

“Rodham Higgs in his certificate to the Clerk of Henry County Court of Kentucky to grant "lisons" (license?) to William Palmer and Permilia Higgs 2/12/1827.”

Marriage Bonds, 2/12/1827

Know all men by these presents that we are held and firmly bond unto the Commonwealth of Kentucky in the sum of fifty pounds- the payment whereof well and truly to be made good. We bind ourselves our heirs Executors and Administrators jointly and severly firmly by these presents. Signed sealed and delivered this 12th day of February, 1827. The Conditions of this obligation is such that where as a marriage is about to be solemnized between the above Bound William Palmer and Permelia Higgs daughter of Rodham Higgs of this county consent being legally certified. Now it shall always appear that there is no lawful cause to obstruct said marriage, then this obligation to be void else to remain in full force and virtue.

William died December 3, 1872, in Franfort, Clinton County, Indiana. Permelia died February 18, 1873, in Indiana.
