Francis was a son of Bryon and Marie Alice Standish Bills. He was a grape farmer, worked on construction and as a mechanic. He served in the US Army, was a member of the Maxfield Hose Co. and very active in the American Legion. He was a Democrat and served as town supervisor. He married Virgina Cooper. They had five children: John, Daniel, Nancy, Patrick and Peter. They later divorced.
In 1939, Charles Standish, Jr, bought the old school house on Cold Springs road in the town of South Bristol. In 1948, he sold the property, for one dollar to Robert Bills, Francis Bills, Gordon Randall, Dana & Henry Standish, who formed a Fish and Game Club. They also formed a volunteer fire company, which was only fought fires during warm weather, as the water in the truck would freeze. Part of the school housed the club, while another part was used to store the truck. During the 1960's and 70's membership declined. In 1979, Larry Duel, Francis Bills along with Frank Parshall, made repairs to the building. Frank had $700 in change left in a jar, when membership was thriving. The fire company was absorbed by the Maxfield Hose Company in Naples. Known for chicken dinner fund raisers, the club once again became popular and as of 2008 had over 200 members.
