The son of Samuel & Elizabeth (Sheibley) Baker, in 1860 he was a farmer living in Tuscarora Township, Perry County, Pennsylvania. He stood 5' 5" tall and had light hair and light eyes.

A Civil War veteran, he enlisted in Harrisburg August 11, 1864, mustered into federal service there August 16 as a private with Co. A, 201st Pennsylvania Infantry, and honorably discharged with his company June 24, 1865.

He married Jennie Fry June 13, 1867, and fathered Mary Naomi (b. 03/03/70), Thomas W. (b. 03/22/72), Samuel B. (b. @1876), Francis Charles (b. 10/04/78), Melvin R. (b. 11/19/85), and Lula M. (b. 05/02/90). He died in Tuscarora Township, Perry County, from "arteriosclerosis" with "age & general debility" contributing factors.
