Prisly Mead was born in 1548 in Watford, Hertfordshire, England, a son of Richard and Margaret Mead.

Although the parish register of the Church of Saint Mary in Watford usually refers to him as "Priscilla", he was called "Prisly" in his father's will (written "Pryselye" in the original will).

He was also known as "Tilly" and "Tillius".

Mealman (dealer in meal or coarse-ground grain) of Watford.

On 1 March 1582/83, he and six others were indicted for taking 4 trout (valued at 2 shillings) from the fishpond at the Manor of Bushey Hall in nearby Bushey, Hertfordshire, England.

At the time of his death in 1606, he occupied a messuage in Watford known as Ladyman's Mead (which presumably had been named for a former occupant of the "mead" or meadow by the surname of Ladyman, probably Edward Ladyman).
