He was a member and pastor emeritus of Elias Lutheran Church in Emmitsburg, Md., where he served as pastor from 1925 to 1962. He served as visitation pastor for First Lutheran Church in Chambersburg for 20 years.
A graduate of Gettysburg High School, Gettysburg College and Lutheran Theological Seminary, he was a World War I veteran, having served with the U.S. Army.
He is survived by one daughter, Phyllis M. Bower of Denver, CO; one son, Frederick J. Bower of Thurmont, MD; two grandchildren; and one great-grandchild.
