Born April 15, 1905 in Fairforest, he attended schools of that community. He had been a motorcycle patrolman for one year. Prior to joining the police department he had been employed as a mechanic at the Hayne Shops of the Southern Railway and for the Soil Conservation Service.
Patrolman Frey was the son of Desk Sargent R.C. Frey, a former motorcycle officer who himself was critically injured in a collision about 15 years ago.
Married to the former Roberta Cheek of Mount Zion, he made his home in Spartanburg and was a member of the Knights of Pythias and the Spartanburg Dokkie Club.
Funeral services for the young officer were conducted at 5:00 p.m. Monday afternoon, June 22, 1942 at Calvary Baptist Church. Interment was in Greenlawn Memorial Gardens.
