Roman Catholic Cardinal. Vallegrande born Julio Terrazas Sandoval entered the Congregation of the Most Holy Redeemer in Chile in 1952 and following his novitiate in Salta, frequented the Redemptorist Seminary of San Bernardo and the Redemptorist Institute of Córdoba in Argentina. Ordained priest on July 29, 1962, he furthered his studies at the EMACAS University of France earning a degree in social ministry. Superior of the Redemptorist community of his native Vallegrande, he served as vicar forane until 1978, when on April 15 that year was elected auxiliary for the archdiocese of La Paz by Pope Paul VI, receiving his episcopal consecration with the titular see of Apisa Maggiore from Cardinal José Clemente Maurer C.Ss.R., on the following June 8 in Vallagrande. Transferred to the see of Oruro on January 9, 1982, he served as president of the Episcopal Conference of Bolivia between 1985 and 1991 and again between 1997 and his death. Promoted to the metropolitan see of Santa Cruz de la Sierra on February 6, 1991, Pope John Paul II created him cardinal priest in the consistory of February 21, 2001 with the title of San Giovanni Battista de' Rossi, becoming thus the first Bolivian born cardinal. Retiring from the pastoral government of his see on May 25, 2013, he received a personal visit from Pope Francis during the latter visit to Bolivia in July 2015 while recovered at the Clínica Incor at Santa Cruz. Suffering from cardiac and renal complications, afflicted by various ailments, including heart and kidney failure, complicated in his last days with chronic malnutrition and a pulmonary infection, the Cardinal succumbed on Wednesday, December 9 that year at 19.15 hrs at Barrio Petrolero Norte in Santa Cruz. A staunch defender of the people's basic freedoms, known for his open criticism to the political classes, his residence on Seminario Street in Santa Cruz was attacked with explosives in April 2009. Sandoval was away at the moment and the bomb caused only minor damage and no injuries.
