Donna was the daughter of Erwin and Dorothy (Steffen) Buelow. She was the sister of Sandra, Richard, Barbara, Linda, David, and Allan. She had 16 nieces and nephews, and 12 great nieces and nephews.
Donna graduated from Dubuque Senior High School in 1970. On July 17, 1976 Donna married Daniel Tuegel at Sacred Heart Church in Dubuque. Donna worked in the proof department at American Trust and Savings Bank in Dubuque for 24 years. She later worked as a runner with the Kintzinger Law Firm until retiring.
Donna was very social and enjoyed spending time with her family, especially during the holidays and other family gatherings. Donna loved playing euchre and was always willing to play a game, as well as help teach family members how to play the game. Donna loved walking with Dan at Eagle Point Park and going fishing with him. She loved spending time shopping with her sisters Barb and Linda and trying her luck with them at the casinos.
