James was born in Iowa City on February 10, 1880, the son of James and Catherine Fisher. He married Sophia Rayman on January 10, 1906. He was a member of the fire police patrol of the Iowa City Fire Department from 1902 until 1912. He later worked as a contractor and builder.

He was survived by his wife, five children, and two grandchildren; two sisters, Mrs. Oscar Smith and Mrs. Adolph Maly; and two brothers, William Fisher and Frank Fisher. He was preceded in death by one son, one grandchild; two brothers, Chris Fisher and John Fisher; and two sisters, Josephine Antone and a sister who died in infancy.
