Vere was the son of Lorenzo Filmore Higbee & Mary Magdalene Fry.He was born in rural Kansas near the town of Goodman. By 1910 he was living with his parents in the town of Shedd in Linn County, Oregon. He attended three years of college.

In 1915 Vere married Hazel Esther Bales. He and Esther had three sons. The oldest was Vere Byron, Jr.

In 1917 Vere was slender with blue eyes and light brown hair, and soon he got his own farm near Albany. In 1920 he worked as a school teacher. By 1930 he and his family moved to Tillamook, Oregon, where Vere was a school teacher. By 1940 he was a school principal. After Vere retired, he bought a farm in Linn County, near Halsey. He died at age 62 in the Powell Nursing Home in Albany.
