Joseph was the son of Thomas William Campion and Sarah Ann Deacon. He was raised in Hastings, Ontario, but by 1901, he had moved to Victoria, British Columbia. Five years later, at age 26, he married Maude St. John in Spokane County, Washington. The couple lived for some time in Toronto. Joseph became ill in 1921 and went to live with his father in Vancouver, where he died three months later at age 41.

His father was the informant on his death certificate, which gave the location of his burial.
