Mississippi Governor. He graduated from the University of Mississippi, earned a law degree from the George Washington University, in 1939 and was the Mississippi District Attorney of the Fifth Judicial District. He served as circuit judge of the Fifth District, (1946-50), was a justice of the Mississippi State Supreme Court in 1950 and was Attorney General of Mississippi, (1950-56). In 1956, he was elected as a Democrat the 51st Governor of Mississippi, serving until 1960. During his tenure, a tax analysis was initiated, a river improvement program was supported, the state sovereignty commission was formed and industry within the state was promoted. After leaving office, he served as a member of the Mississippi House of Representatives, (1960-65) and was a judge of the U.S. Fifth Circuit Court of Appeals, (1965-84). He died in retirement of a stroke at age 77.
