Jeffrey "Jeff" was born October 17, 1962, in Moorhead, Minnesota, to happy parents Dean and Paige (Olson) Newton. Jeff and his family moved to Bismarck in 1963 and since that time he has called Bismarck "home." He attended Roosevelt Elementary, Hughes Junior High, and Bismarck Senior High Schools, as well as NDSU in Fargo. While in high school he loved playing in the position of forward for the varsity basketball team, and was excited to participate in several Regional and State Tournaments. Rebounding and free throws were his specialty and he rarely missed! Jeff was baptized at Bethany Lutheran in McLeod, ND, and confirmed at Faith Lutheran Church, Bismarck. He so enjoyed being a member Young Life, other church youth groups, and Cub and Boy Scouts, and enjoyed time at many camps, including a highlight of attending Philmont Boy Scout Ranch in New Mexico.

Jeff was married to Jodi Albough-Miller and to that union their precious daughter was born, Alyssa Jo. Alyssa "Aly" has been the focus and love of his life since that day! Although the marriage was dissolved, they continued to enjoy and parent Aly together, loving her and giving her an exceptional life of love and support, and this will certainly be ongoing through Jodi and all extended family.

Jeff was an avid fan of UND hockey. Jeff and Aly enjoyed attending games whenever possible and planned their schedules around the hockey broadcast to be sure to cheer for their hockey team. Jeff was also an avid music fan, which he definitely passed along to Aly. His music and memorabilia collection is extensive, but concentrated on his favorite artist, Blues legend Joe Bonamassa.

Jeff's primary life employment was with the North Dakota Army National Guard, which he also happily called his "second family." Jeff joined "The Guard" on November 27, 1981, and retired on December 27, 2013, for a total of over thirty-two years. He continued working with The Guard as a civilian until the present and was scheduled for civilian retirement the end of June 2015. During his time of service, Jeff achieved the rank of MSG and was involved in activities both domestic and overseas as well as in emergency support missions in North Dakota. "His technical proficiency and knowledge of military administration operations, and procedures have been invaluable to the NDARNG and directly supported the overall readiness and success of the entire NDARNG," as quoted from one of the many awards with which he was honored. "In 2011 MSG Newton was a significant team member during the JFHQ redesign. This effort required great historical knowledge and also an ability to foresee future requirements. His efforts on the team were highly regarded and critical to the success of this effort." He served in numerous capacities supporting state emergency operations, including the Floods of 2011, and was personally involved in every NDARNG mobilization in support of the Global War on Terror. "His efforts in supporting mobilization station activities both outbound and inbound ensured the success of over 4400 NDARNG soldiers being ready and able to complete their missions.

Throughout his military career, "MSG Newton was recognized for an outstanding work ethic and his dedication and professionalism were without question." Also during his distinguished career he was honored with 26 federal and 7 state awards, along with countless certificates of appreciation. MSG Newton cared deeply for his fellow soldiers. "While assigned as the G1 NCOIC, MSG Newton's counsel and experience made him an invaluable member of the staff and directly impacted the success of the NDARNG activities during that time."
