Harvey was born to Fred (Franklin)and Lottie May (McFall) Burns in Klamath Falls, Oregon. He was the 4th of six brothers with two older sisters.
His family was a close-knit family living in the Tacoma Washington area for many years. Harvey and his brother, Chuck, both had their own places in a Senior Living RV Park only a few doorsteps from each other. All of the brothers and one sister are deceased now. One sister is left at the age of 95 years residing in a nursing facility in the Tacoma area.
