Julia Ann Sullivan was the oldest of 10 children born to Thomas Jefferson Sullivan and Sarah Catherine Hooker. On September 24, 1880 she married John W. Miller in Dallas, Polk County, Oregon. John and Julia had two children, Thomas T. Miller born in 1890 and Dessie Miller born in 1892.

In 1900 John and Julia were living in Polk County with their two children as well as John's parents Elijah and Rachal Miller.

In 1910 John and Julia were living in Dallas, Polk County, Oregon with their two children. Julia was running a boarding house. In 1910 daughter Dessie married Leroy K. Irvine, one of the residents at her mother's boarding house.

By 1920, John and Julia were living in Falls City, Oregon with their son Tom, his wife Eva, and their three children Barnet age 5, Dorman age 4 and Julia age 9 months. Husband John died in 1922.

In 1930, the widowed Julia was in Pedee, Polk County, Oregon, with four grandchildren Barnet age 15, Dorman age 14, Julia age 12, and Grace age 9. Her son Tom and his wife are no longer in the household. Tom died on August 8, 1920 at the age of 30 of Bright's disease. It appears that Tom's wife Eva was pregnant when he died. Their youngest child Grace was born in 1921. In 1923 Eva also died, leaving Julia to rear their children.

Julia died in 1932. Based on information from the Bollman Funeral Home in Dallas, Oregon, she was buried in the Falls City Cemetery. There is no marker for her at that cemetery, and no listing of a marker for her when the Falls City Cemetery grave markers were recorded in 2006. It appears her grave was never marked.
