Deputy Chief of Mission to Sudan assassinated along with Ambassador Cleo A. Noel Jr. and Belgian charge d'affaires Guy Eid in Khartoum by Palestinian terrorist group Black September under orders from Fatah leader Yasser Arafat.
Arafat ordered the murders using the phrase "Cold River".
The seizure of Moore and Noel started the US policy of no negotiations, no deals, and no concessions to terrorists. They are buried beside each other.
