He was the son of James & Lydia (Taylor) Ballinger. He migrated, with his parents, to the Newberry District of South Carolina. Here the family attended the Bush River monthly meetings of Friends.

He was married first “before 23 Oct 1787” per Bush River Monthly Meeting records in Newberry District, South Carolina to a woman whom her given name was not given at that time. The reason for this particular entry was that he was kicked out from the “Bush River Monthly Meeting” for “married out of unity.”

After the death of his first wife, Isaac married circa 1794 in Newberry District, South Carolina to Elizabeth Ragan.

He was mention in his father, James Ballinger’s last will and testament (written in 1796; and probated in 1799) in Jefferson County, Tennessee. He was due “a share” in his father’s estate in Jefferson County, Tennessee.

Listed as Isacc Bellinger.
He was the head of household in 1800 Federal Census of Newberry District, South Carolina. There were four (4) white males and one (1) white female born 1790/1800; one (1) white female born 1794/1800; one (1) white male and one white (1) female born 1775/1794 [Evan Ballinger, brother of Isaac, and his wife and one (1) white male and one (1) female born 1755/1775.

Isaac and his young family migrated to Hamilton County, Ohio (now Warren County) circa 1804/1805 from Newberry District, South Carolina. Then they later migrated again to Miami County, Ohio. And, his brother Evan Ballinger and his family had accompanied them at that time.

From page 365 of HISTORY OF MIAMI COUNTY, OHIO,
“two brothers, Isaac and Evan Ballinger, settled on southeast quarter, Section 20 at same time in 1807-08.”

According to 1820 Federal Census of Miami County, Ohio, Isaac and his wife Elizabeth were living in Miami County, Ohio and both were born before 1775.

From 1821 Tax List of Miami County, Ohio, he owned 160 acres of land in Range 4, Township 9, Section 23 - NorthWest. While his son Daniel Ballinger owned 160 acres of land in Range 4, Township 9, Section 14 - SouthEast.

HISTORY OF INDIANAPOLIS AND MARION COUNTY, INDIANA, by B. R. Sulgrove, page 537; Isaac is listed a resident taxpayer of Lawrence Township, Marion County, Indiana in 1829.

He was on the 1830 Federal Census of Marion County, Indiana living next door to his son, James and his wife.
