Graduated from Amherst College in 1831 and entered Andover Theological Seminary in 1833 where he remained one year and then completed his theological course at Princeton. Joseph was a Presbyterian clergyman, commenced ministry at Presbyterian Church at Aspinwall (now Coryland), Wells township, Bradford County, Pennsylvania, 25 Aug 1843 and continued for three years. Rev. Joel Jewell in the History of the North Church of Wells, a Presbyterian Church in the Seeley Creek Valley at the stateline, stated - "Rev. Joseph L. Riggs was stated supply from 1845 to 1854 (part of the time including Wells and Columbia). His health utterly failed, and he retired from active service to Elmira, where he waited, in the patience of hope, the higher call of the Master. He was a good man, and ready to the extent of his ability for every good work. A small but convenient House of Worship was completed during the first year of his ministry here. The membership when he came was but 34, and increased to 64 when he left. He was longer on the ground than any other minister, and also appeared to be more sucessful."

DIED. In this City, August 20th, Rev. J. L. Riggs, aged 56 years, 5 months and 1 day. The friends of the familyh are requested to meet at his residence on Main St., in Southport, at 10 A. M. this morning. The funeral services will be held at the 1st Presbyterian Session Rooms, at 10 1/2 A. M (Elmira Daily Advertiser, Elmira, New York, Saturday, August 21, 1865).
