No, I don't think so. He is not on that headstone, but simply referenced as her being his wife. Neither the cemetery nor the county has a record of his burial.
He is on the same headstone as his wife and she is buried by him
He died before her, so she probably would have bought him a permanent marker if she planned to be buried beside him, or if family ordered a marker after her death, they probably would have ordered one each or one for both. There are other possibilities, but the only important objective here is to note full records as complete and accurate as possible. Leave him listed there if you'd like, but please do complete the record as requested - in the Plot block...

From my own experience of walking our local cemetery, there are many undocumented graves and yet the families claim that they are buried there. I can not change this because he is on the headstone with his wife and there is no proof that he is buried elsewhere
