Elsie was the child of Phoebe Margot Brazille Storrs Whitaker and a Mr. Frain, who was shot and killed by Phoebe's brother, Peter Brazille. Phoebe subsequently married William Storrs. Elsie's marriage certificate reflected that she used the last name of her stepfather, William Storrs.

Elsie married Charles Harvey McLaughlin on 13 September 1899 in Forks of Salmon, Siskiyou, California and they had nine known children together.
