William was the son of Peter Susand and Elizabeth Liticott. It is uncertain when William changed the spelling of his last name from Susand to Susandt. William's father Peter was an escaped slave from Virginia, who settled in the Queen's Bush area of Canada, as many other fugitive slaves did. Elizabeth was born in England, and was probably white.

William and his brother Henry traveled back to the United States about 1867. He married Victoria Ward in 1867 in Mississippi. Eventually, William, Henry, and their wives would go to Michigan. Both William and Henry worked as barbers in Bay City, Michigan during the 1880 census.

William and Victoria had one daughter, Olive B., who was born in Michigan about 1877. Olive later married Allen J. Hawkes, who is also buried in Lakeview Cemetery (however, Olive's final resting place is unknown).

William moved briefly with his family to California (he appears in the California Voter's Registration for 1892), but eventually settled in Seattle, Washington.

William continued to work as a barber, and his wife Victoria worked as a hairdresser, and later a dressmaker.
