Warren was the son of Juliett A. (Griffin) and Doctor Watkins Mullock. He had an older brother James Mullock, born about 1872 and died before 1880. His father had left the family when he was an infant.

Warren's mother remarried Edward H. Brown. The family moved to Eastport, Fremont county, IA where his step-father found work as farm laborer, on the railroad, and finally as a ferryman and fisherman on the Missouri River. He ran a ferry line between Eastport, IA and Nebraska City, Nebraska.

Warren's half-siblings: Iva Mae Brown, Admiral Van Buren "Bud" Brown, Edna Mae "Sissy" Brown, Flora Flossie Brown, Archie A. Brown, Floyd Brown, Goldie Pearl Brown, and Ruby R. Brown.

Warren married Emma___ and worked independently as an auto mechanic in Wichita, Sedgewick County, Kansas where he died in 1933.
