William was born to James S. Brackin and Lucy (Benbrook) Brackin in Sumner County, Tennessee. He fought in the Civil War (Union) in Company A of the 12 Kentucky Calvary. He married Sarah Morris in 1866 and fathered 7 children: Mary Jane, Amanda, Lenora, Frank, James, Herman and Bertha. William was originally buried in the Old Prater Family Cemetery in Pike County, Kentucky but was moved in 2003 to the Mt. Zion Cemetery in Central City, Kentucky to be placed next to his wife.
On April 30, 2006, on the 85th anniversary of his death, William was honored with a memorial ceremony held by the The Sons of the Union Veterans of the Civil War, Elijah P. Marrs Camp 5.
