She is preceded in death by her husband, Thomas Wayne Bilbo, her father, Rudolph Louis Weyel, mother, Katherine Link Weyel, twin brother, Foster Weyel, brother Rudolph Weyel Jr, daughter Katherine Howington, son Kevin Howington and wife Sherry, step son Calvin and wife Pam, step daugher Jo Beth Pounds and husband Johnny, 8 grandchildren and 6 great grand children.
Frances graduated from San Jacinto High School in 1955 where she was an active member of the Goucho's drill team. She then attended University of Houston before going into the catering business where she had a successful career catering weddings and making custom wedding cakes. Soon after, she went into the banking business where she worked her way up to branch Vice President before her retirement. In her later years,
Frances enjoyed being a social lite and playing bridge with her friends. Her infectious smile never failed to "get the party started" and her out-going nature allowed her to make friends and family feel welcome.
