Judson was the son of Joel and Rosamond Purmort Peck. His father was a Baptist minister. The family lived at Jay,New York; near Canton, Ohio; and near Plainfield, Illinois in Will County, Illinois. Joel died on Bear Crick near Plainfield in 1839 at which time the family moved back to Jay, New York and lived with their Purmort grandparents. In about 1851, Rosamond and children James, A. Judson, Phineas, John W. and Mary moved to Henderson County, Illinois. Judson and Amanda Alexander were married in Hancock, Illinois on January 25, 1856. The next move was to Hamilton County, Iowa where Rosamond died in 1879. Judson and his family moved to Vernon County, Missouri where they were listed on the 1880 census. They were the parents of Laura, George, LaMira, Albert, John, Clara, and Edna.
