The Pennsylvania Archives' ARIAS file claims he was born in Schuylkill County, Pennsylvania, while his death certificate says Gratz, Dauphin County. The son of James & Elizabeth (Hoffa) Breslin, in 1860 he was a laborer living with his family in Reilly Township, Schuylkill County. By 1864, he stood 5' 6" tall and had brown hair and gray eyes.

A Civil War veteran, he enlisted at the stated age of seventeen - suggesting strongly that he had parental permission - in Pottsville February 19, 1864, and mustered into federal service that day as a private with Co. F, 7th Pennsylvania Cavalry (80th Pennsylvania). Promoted to corporal February 21, 1865, he honorably discharged with his company August 23, 1865.

He married Mary Elizabeth Daniel[s] ca. 1874 and fathered Ida (b. @1872), Charles Henry (b. 10/17/74), William (b. @1877), John (b. @1879), James Joseph (b. 06/04/81), Edwin L. (b. 08/27/85), Frank Joseph (b. 02/05/88), Ellen (b. 06/26/89 - married a Stutzman). [There are reported variations in the children's birth dates.] After the war, he lived in both Dauphin and Schuylkill County at various times but died at his sister's home in Pottsville from "hemiplegia - fracture of hip [in a] fall" with "arteriosclerosis" a contributing factor.
